• III IIIIIIIIIIIII III
999
BOARD PRESENTATION
2338
NOTTINGHAM SAND AND GRAVEL
1 . Agenda item 12 Formal Public Hearing
2. Eagle Pit Amendment
3. Located approximately 3 112 miles east of Gypsum at an elevation of 6480'
4. The existing acreage is 25 acres and this amendment would add 27 acres
thus doubling the size of the operation. The operation is directly adjacent
to the Eagle River on a high terrace approximatly fifty feet above the river
where undisturbed. The permit area is bounded on the south by the Denver and
Rio Grande railroad and U.S. highway 6 and on the north by the Stremme and
Gates irrigation ditch.
The operator proposes to mine down to the elevation of the irrigation
ditch. The existing settling pond, however, is currently approximately 5 feet
below this level. Current reclamation onsite has included backfilling of the
area adjacent to the Railroad. No topsoil replacement nor revegetation has
occurred. The schedule of reclamation is to mine out the full deposit from
east to west then start reclamation from west to east.
Because of the extensive disturbance without contemporary reclamation the
Division was very concerned that the bonding ammount be appropriate. The
Division as recalculated the reclamation costs as follows:
Area 1 - 13 acres currently undisturbed.
The cost presented for topsoil reapplication in this area was for
reapplication of 4 inches, however, the Soil Conservation Service sampling
shows that 6 - 10 inches of topsoil is available with an average of 8 inches.
Therefore the Division doubled the topsoil reaaplication costs for this area.
An additional $2,542.67.
Area 2 - 8 acres current mining area
The cost figures show 4 inches of soil from the existing topsoil stockpile in
area 1 will be reapplied in this area; this would call for 4,302 bcy.
However, only 2,300 bcy are in this stockpile. Therefore, as committed in the
original permit topsoil will be imported.
2002 bcy
$6
$12,012 additional dollars
Area 4 - 16 acres of disturbed area
In this area of the original permit the applicant committed to the application
of 4 inches of topsoil . No topsoil was salvaged. The applicant commited in
the original application to import soil. Therefore:
16 acres of imported topsoil at a depth of 4 inches
6453 bcy of imprted topsoil
$6
$38,720 additional dollars 3 S 5 `1, O-f.)
i
Total additional cost $53,275
Their calculation 28,482
TOTAL BOND AMMOUNT $7F,-77
5. The Eagle River 1978 Trust, represented here today by Mr. Stemwedel, has
submitted objections to the amendment application.
