Long <br />Division Dueaor <br />As requested, I have reviewed the 1996-1997 Munger and McClane Canyon Mines AHR for <br />conformance with probable hydrologic consequences (PHC) projections. I have a few comments <br />including some general observations concerning the presentation of data that I noted during my <br />review. <br />PHC Conformance <br />As stated in the AHR, the McClane Canyon and Munger Mines aze inclose proximity, therefore the <br />hydrologic effects aze combined and one report is submitted detailing the cumulative effects of both <br />mines. I reviewed the permit documents for pertinent PHC projections. PHC information is <br />provided succinctly for the McClane Canyon Mine in Section 2.4.2.1 of the permit. More <br />generalized PHC information is provided for the Munger Canyon Mine in discussions of hydrologic <br />impacts to groundwater and surface water, and hydrologic impact evaluation of the coal refuse <br />disposal site in permit sections 2.3.9 and 2.4.4. Both the Munger and McClane Canyon Mine PHC <br />predictions indicate that there will be minimal impact to surface water and groundwater due to <br />mining operations. The PHC predictions state that the East Salt Creek waters aze heavily sediment- <br />laden in the natural state and that surface water control systems will be properly designed and <br />implemented so that there will be no impacts to surface water flows. The PHCs also indicate that <br />there aze essentially no uses of groundwater within the permit or adjacent azeas, and therefore, no <br />impacts to vested groundwater rights. <br />The data presented in the 1997 AHR indicate that impacts associated with Munger and McClane <br />Canyon Mines are generally in conformance with PHC projections presented in the permit <br />documents. <br />
