Box 772129 <br />Steamboat Springs, Colorado 80477 <br />Attention: Mr. Mike Kondelis <br />Subject: Quarterly Inspection <br />Excess Spoil Pile 1-A <br />Eckman Park <br />Job No. 7970 <br />Gentlemen: <br />At your request, a representative of our firm made a quarterly inspection <br />of the subject soil pile on March 10, 1982. The purpose of our inspection <br />was to observe construction procedures and to examine for evidence of <br />instability as required by the Colorado Mine Land Reclamation Board, 2 CCR <br />407-2. Section 4.09.1 (11). This letter summarizes our observations. <br />At the time of our inspection, the construction procedure being used in- <br />cluded transportation of spoil to desired fill locations and depositing <br />the materials in loose piles. The piles were being spread by a bulldozer <br />into lift thicknesses of about 4 feet. Photograph 1 attached with this <br />letter depicts the placement procedure. <br />The spoil being placed consisted of combinations of relatively large dia- <br />meter, hard sandstone and claystones, and some soil-like materials as <br />depicted on Photograph 2. The more soil-like materials are developed from <br />the upper portions of the mine pit as it is expanded. The soil-like <br />materials and the rock are placed in alternating piles. The soils become <br />intermixed as a result of the leveling process. Compaction of the fill <br />is being achieved by directing loaded and unloaded rock haul trucks across <br />the top of the levelled lift. Construction of the pile was at the fourth <br />level bench, approximately elevation 7125. Outslopes of the fill appear <br />to be about 2.5:1 (horizontal to vertical). Vertical distances between <br />benches is about 50 feet. Photograph 3 shows a typical bench prior to <br />topsoiling. Topsoiling of the pile, as we understand, is being done on <br />a continuous basis as weather permits.
