i~ <br />• • <br />BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine <br />Coal Mine Waste Bank Inspection - 4"' Quarter 1998 <br />On December 22, 1998, I performed the required quarterly visual inspection of the <br />Bowie No. 2 Mine coal mine waste bank in accordance with Rule 4.10.2. <br />The gob disposal area was snow covered. I, J. E. Stover, P.E., have a wide variety of <br />experience in the design and construction of earth fill embankments. Nothing was <br />observed during the inspection that would indicate the pile has a potential for failure. <br />All organic material and topsoil has been removed ahead of the waste bank founding. <br />The construction of the pile has progressed beyond the first terrace (=6035' - 6040'). <br />The operator began excavating cover material from the gob pile founding and placing <br />the material on the outslope of the pile during the third quarter. No additional cover <br />material was excavated during the fourth quarter. <br />Coal mine waste is to be placed in the pile in approximately horizontal lifts no more <br />than 24-inches thick. The coal mine waste is spread and compactive effort is provided <br />by a self propelled sheepsfoot compactor. The coal mine waste hauled to the pile <br />during the quarter was end dumped along the north boundary of the pile. It was not <br />spread or compacted, therefore no compaction tests were performed during the <br />quarter. <br />The coal mine waste generated during the quarter was from routine operations in the <br />mine. Approximately 3u loads were hauled during the quarter (252 in place cubic yards <br />8.4 cy/load @ 12 tons per load). <br />A failure of the pile weld probably not be a hazard to human life. The pale :s located <br />above a large flat bench. The bench is approximately 80 to 150-feet wide directly <br />below the pile. Additionally, the gob pile sediment pond is located below the pile. If the <br />coal mine waste bank failed, the material would very likely be contained on the bench <br />below the pile and or within the gob pile sedime~n/t pond. <br />(/ ~~~ ~~4~99 <br />James E.
