Please respond to <br />the following comments or questions no later than October 15, 1998. <br />1996 Annual H, drology Report <br />Monitoring Frequency <br />Review of the data reported indicate a substantial number of missed visits based on <br />the approved monitoring program in place during 1996. AHR text blames <br />personnel shortages and dual management as the cause of the omissions and <br />deviations from the approved monitoring requirements. While occasional problems <br />are expected and many times unavoidable, the Division reminds Picketwire <br />Processing that the expectation is that the operator will strive to complete the <br />hydrologic monitoring exactly as approved. However, due to the fact that the mine <br />was idle and the permit was undergoing transfer from Basin Resources to <br />Picketwire Processing during 1996, the Division will not pursue enforcement <br />action. Please be aware that the Division anticipates full compliance with the <br />approved plan during 1997 and beyond. <br />
