Long <br />Diri~ion Director <br />SUBJECT: Hone wood Coal Company; Permit C-91-078; I997Annual IIydrologic Report <br />At your request. f have reviewed the Honeywood Coal Company 1997 Annual Hydrology Report <br />(AHR) submitted on July 8, 1998. Overall, potential impacts to water resources within the permit <br />area appear to be consistent with the predicted probable hydrologic consequencesas discussed in the <br />permit application package. I have the following comments concerning water quality trends and <br />the adequacy of the submittal. <br />Wel l completion information could not be located in the permit or in the AHR. It would be <br />helpful to have this information in the AHR for easy reference. This information should <br />include well depth, ground surface elevation, measuring point elevation, screened interval, <br />and formation well is completed in etc. <br />It is unclear from the presentation of data whether total versus dissolved analyses are being <br />performed for certain analytes on a consistent basis. Total and dissolved analyses for each <br />set of data should be cleazly identified. This is important because surface water and <br />groundwater standards aze specifically established as total ,total recoverable, or dissolved <br />analyses. <br />The water monitoringpazameterlist provided in Appendix No. V states that <br />surface water samples will be analyzed for total recoverable pazameters <br />except as noted. However, on some surface water data pages certain analytes <br />are marked as `TR' or `Recoverable', which is contradictory to what is stated <br />in the Appendices. <br />
