Gunnison No. 1 mine's pond and stockpile compaction
report, which you forwarded to my attention. There are a few obvious but
minor data transcription and entry errors. However, the report is generally
complete and well prepared.
The compaction results for the refuse pile show the material placement and
compaction to be in canpliance with the approved specifications. Further, it
appears that the pond's are in compl fiance regarding sediment accumnulation.
The separate inspection summaries attest that the structures about the mine
site, including topsoil stockpiles, refuse pile and ponds are performing
properly. Finally, the survey monitoring results from the facial monuments on
the refuse pile show the pile face to be stable. A few monuments have risen
slightly, probably due to ground frost. This is not unusual for shallow slope
monuments in an environment as harsh as the North Fork valley.
I recommend that the Division accept the report as submitted by West Elk Coal
Company.
JP/jP
cc: Jim Steven s
Doc.
