<br />1992 ANNUAL RECLAMATION REPORT <br />CYCC MINES 1,2, and ECKMAN PARK <br />This report addresses federal coal and associated private coal <br />mining operations conducted by CYCC in Routt County, Colorado, as <br />delineated by mine areas on the enclosed maps titled Mines 1, 2, <br />Eckman Park Annual Reclamation. <br />The method of mining utilized by CYCC consisted of a dragline <br />type operation. Topsoil was stripped by scrapers and segregated <br />into topsoil stockpiles or reapplied directly onto regraded spoils. <br />Following mining operations spoils were graded to approximately <br />the original contour and topsoil was replaced over the spoil <br />material. The seed bed was then prepared and planted during the <br />summer and fall. Topsoil was ripped prior to planting to relieve <br />compaction and increase surface roughness. Contour furrows were <br />installed on steep slopes to help stabilize the site and enhance <br />soil moisture conditions. A detailed description of the cultural <br />practices employed in the reclamation process is presented under <br />Section 780 of Permit C-81-071 for Mines 1, 2, and Eckman Park. <br />Enclosed are four maps which delineate the areas which have <br />been disturbed by mining and the subsequent extent of reclamation. <br />The major categories of disturbance were spoil, graded spoil, <br />haulroads, topsoiled, and reseeded (of which only the reseeded and <br />graded spoil are still applicable). The maps indicate the acreage, <br />date of seeding, and seed mixture used for each reclaimed parcel. <br />Seed mixtures are presented in Table 1 and correspond to the coding <br />on the enclosed reclamation maps. <br />During 1992 the only change was the reseeding of approximately <br />l0 acres near the Pond T access loop which had been seeded in 1991. <br />This reseeding was done in conjunction with some topsoiling <br />activities involving the grading and ripping of previously laid <br />material, and was merely a proactive measure. The cumulative number <br />of disturbed acres still under CYCC liability is approximately <br />3,100. This is reflective of the corrections made during the past <br />year related to shifts in liability and planimeter discrepancies. <br />With the acreages associated with the transfer of liabilities to <br />TCC for the surface facilities, there are less than 5 acres left to <br />reclaim under CYCC liability, these areas being associated with the <br />dragline dismantling pads. <br />The shaded areas denoted TCC indicate areas of overlap and <br />liability transfer involving the surface operations and the <br />underground mine. CYCC retains liability for those parcels already <br />reclaimed within those areas, with TCC being liable for any <br />subsequent disturbances and reclamation activities. <br />As agreed previously, CYCC has re-drafted Map 4 of 4 to <br />reflect the approved post-mining topography and recent shifts in <br />reclamation liability relating to the TCC Permanent wasterock <br />disposal area. <br />i <br /> <br />
