This mine does not <br />have a phased reclamation plan. <br />In August, 2002, Cotter Corporation completed reclamation of the <br />Liberty Mine. The method of reclamation was agreeable to the BLM, <br />the owner of the affected parcel. The work consisted of: <br />• A ladder-style bat: grate portal closure - previously ,requested <br />by_BLM and the_Colorado Division of Wildlife. <br />• All poles and wire of the incoming power line were removed. <br />• The main shop building was..removed in 2001 by BLM, and the <br />concrete slab was buried with over two feet of soil. The <br />remaining buildings were demolished and buried at the toe of <br />the waste dump. <br />• The cutbank area south of the portal was recontoured to better <br />blend with the natural slope. <br />• The waste rock pile was regraded to a slope averaging 4.8:1 <br />(horizontal:vertical). Areas of larger brush on the pile top <br />were not disturbed. The new sloped sides were covered with <br />topsoil and gocked for better water retention to promote <br />revegetation. <br />• The remaining flat area between the dump and county road was <br />scarified. The earthen materials previously stored here were <br />removed from the site in 2001 by Umetco. <br />• All reclaimed areas were seeded with a BLM-approved mixture. <br />Attached is a map of the site showing the final reclamation. Also <br />attached, for comparison, is a copy of the map submitted to BLM <br />last year with the reclamation plan. <br />The sufficiency of the financial warranty for the current status of <br />the above captioned permit has been reviewed by Cotter Corporation <br />and was found sufficient to cover the reclamation costs associated <br />with this property. <br />Cotter Corporation Telephone 19701864-7347 <br />West Slope Operations, P.O.
