BOX 535 Michael B, LOnF
Somerset, Colorado 81434 Division Dueaor
RE: Sanborn Creek Mine; File No. C-81-022; 1995 Annual Reclamation
Report
Dear Mr. Anderson:
The Division received Sanborn Creek Mine's 1995 Annual Reclamation
Report on December 6, 1995. The report is well formatted and
comprehensive, especially with respect to the Bear Canyon
reclamation activities. There are a couple of areas that need to
be addressed in more detail in order to make future submittals more
complete.
The first area is the submittal of a reclamation map that details
what areas were reclaimed. The last sentence of Rule 2.04.13(1)
states that "the report shall include, but not be limited to, text,
discussion, and maps.....". This map should be a base map
identifying all of the disturbed areas and showing those areas that
have been reclaimed (if any) and what year final seeding occurred.
The map could be even more descriptive by showing when the
backfilling and grading was completed, the topsoil replacement
depths, seed mix used, etc.
This brings up the second point which is, whenever any final
seeding is conducted at the mine sites, the Division should receive
a copy of the seed tag off of the seed bag. This serves two
purposes. The first is to verify that the approved seed mix is
being applied in the proper amounts. The second is if a failure
occurs, it may be possible to trace it back to the seed lot number
to determine if the seed was viable or to identify other problems
with that particular seed lot. This can be particularly helpful in
revising seed mixes if the approved seed mix isn't producing the
expected results.
Outside of these two items, the report format and content is
acceptable as submitted. Since very little final reclamation is
completed at the Sanborn Creek Mine, it is not necessary to submit
a map with this report. However, the 1996 Annual Reclamation
Report should contain a reclamation map that can be modified each
