For your convenience, <br />the staff comment is typed in bold and Southdown's response follows in regular type. Some <br />response items are included as attachments to this letter. <br />STAFF COMMENT 1. The applicant must submit a management plan for the entire <br />permit area prior to final approval. This management plan must address the disposition <br />and use of the land during mining, reclamation, and post-reclamation including: future <br />agricultural operations, prairie dog control, the relationship of reclaimed wildlife habitat <br />to adjacent properties and other appropriate items. <br />Southdown will submit a management plan for the permit area prior to final approval. We <br />request that the management plan be submitted after County Commissioner's approval but prior <br />to mine start-up activities. The reason for this is to insure that the management plan accurately <br />reflects the Board of County Commissioners' final approval of the project, particularly the <br />reclamation plan. <br />The applicant will submit an outline and list of criteria for the management plan prior to the <br />Board's action. The plan will address land use and management during mining and reclamation <br />up to the year 2021 (after that Southdown no longer has land management control). The issues <br />to be addressed include: <br />• land use <br />• agricultural operations <br />• prairie dog management <br />• wildlife habitat management <br />• archaeological sites <br />~^ AG RA <br />Earth & Environmental Group <br />
