Gattany <br />Division Director <br />Natural Resource Trustee <br />The Division of Minerals and Geology has reviewed the 1't 2"d and 3rd quarter 2004 inspection <br />reports for the Refuse Disposal Area (RDA) and Development Waste Pile (DWP) at the New Elk <br />mine. <br />For the DWP, the inspections were conducted as required by Rule 4.09.1(11) and the additional <br />requirements of Rule 4.10.2(2). Observations indicate the engineered structure is well <br />maintained and no indication of instability of the DWP was noted. Regrading of the DWP <br />surface was to be conducted in the 4`~ quarter 2004. For the second year in a row, a "rolling <br />compaction" test is identified as necessary. Please complete this compaction test prior to the <br />addition of any new material. <br />The RDA inspection reports document the need for drainage maintenance work on the <br />downdrains due to runoff in April and over the summer months. Please ensure that this <br />maintenance is completed prior to runoff season in 2005. All reports include water level <br />measurements in the three piezometers located on the terrace benches. Water levels appear to <br />indicate no buildup of a phreatic surface in the body of the waste pile. <br />We have no further questions at this time. Please submit quarterly waste pile inspection reports <br />for the DMG records within 30 days after the end of each quarter.
