Box 1351 <br />Palisade, Colorado 81526 <br />Re: 1986 Hydrologic Monitoring Report, Red Canyon MInes, File No. C-81-034 <br />Dear Mr. Reschke: <br />The Division received the 1986 Annual Hydrologic Report you submitted on <br />December 8, 1986. Our initial review indicates that all data under Stipulation <br />Nos. 4, 5, 6 and 7 of the permit have been submitted and were provided in a <br />timely manner. My comments following review are included below for your <br />consideration. <br />The data collected in 1987 will be the first complete year of data obtained <br />under the reduced monitoring program. It may be difficult at first to denote <br />if any changes observed are due to the differences in monitoring or actual <br />changes in hydrologic conditions in 1987. In addition to comparing annual means, <br />you may want to compare the 1987 data collected in a particular month or season <br />to previous years data of comparable points in time. This method would assist <br />in identifying any trends apparent in the data. I would hope you would include <br />a discussion of the effect of the reduction in monitoring in the 1987 report. <br />In general, I would concur with the interpretations you have drawn from the 1986 <br />data. The rise in water table elevation in the refuse pile may indicate an <br />aquifer is developing. The observations you have reported on changes in the <br />hydrologic system assist in interpreting the data and I hope you continue to <br />document this in future reports. <br />Sincerely, <br />John T.
