The 1999 full suite water analysis results are <br />shown on data page SN-7. <br />Discharge point 002 is water siphoned from our former NW Intake Portal of the Roadside <br />South Portals. Mine inflows that are not pumped to the preparation plant are routed to an <br />abandoned portion of the mine for discharge from this point. Flow information for this site <br />is discussed in the Mine Water section of this report. Data page SE-8 presents a listing <br />of water quality monitoring performed at this site during the Year. Data page SO-7 <br />includes a full suite analysis performed on a sample collected during 1999. The average <br />TDS dropped again this Year by about 7%. The following table presents the average TDS <br />measurements for outfall 002 for the last four water years. <br />Average TDS from Pages SE-5 -1 SE-8 <br />Water Year 1996 1997 1998 1999 <br />TDS (mgil) 1709 1683 1674 1558 <br />Discharge point 004 continued to be used all Year to discharge from the Roadside <br />North Portal. Flow information is given in the Mine Water section of this report. A <br />listing of weekly monitoring results is given on data pages SF-17 and 18 and the result <br />of the annual full suite analysis is presented on data page SP-7. <br />On August 11, 1999 a significant storm event upset the water handling system in the <br />North Portal. The storm event added sediment laden water to the relatively clean water <br />in Sump No. 1 and upset the water handling system. On Thursday August 19, 1999, <br />Commercial Testing & Engineering personnel notified Powderhorn Coal Company of a <br />non-compliance discharge from ouffall 004. The total suspended solids value for a split <br />sample supplied by the Division of Minerals and Geology (DMG) on August 13th was 71 <br />mg/I which exceeded the daily maximum value of 70 mg/I. The DMG's analysis of the <br />split sample was 164 mg/I. A sample taken on August 16th had a total suspended <br />solids value of 69 mg/I. The non-compliance discharge lasted about 5 days. The DMG <br />took enforcement action for the non-compliance discharge. Notice of violation NOV-99- <br />007 was written for failure to ensure that water discharged from an underground mine <br />complies with all federal and state laws and regulations. <br />The Whole Effluent Toxicity (WET) tests were continued this Year. The acute test <br />involves subjecting fathead minnows to various dilutions of effluent in receiving water <br />
