Lochhead <br />Somerset, CO 81434 Eaecmive Direnor <br />mrchael B. long <br />Divivon Dnector <br />RE: Semi-Annual Subsidence Report (Mid-pear Report); West Elk Mine; Permit No. <br />C-80-007 <br />Dear Mr. Barbe; <br />The Division has reviewed Mountain Coal Company's (HCC) semi-annual Subsidence <br />Report for the West Elk Mine dated August 12, 1994 for surveys conducted between <br />October 1993 and July 1994. MCC has included all required elements in the report <br />as established in Minor Revision No. 96. The report contains a straight forward <br />rendition of the survey data for the numerous subsidence monitoring points. Both <br />MCC's brief discussion of the data and detailed data report are acceptable. <br />However, a visual inspection conducted during this survey noted a large surficial <br />crack located near the mid-point of the south line of Section 17, Township 13 <br />South, Range 90 West, 6th P.M. MCC's report describes the crack as 5' wide, 50• <br />long, and about 30' deep. The Division inspected this crack during a regular <br />monthly inspection on September 27, 1994, and agrees with the description of the <br />crack. According to Jim Pendleton, a crack of this magnitude suggests some <br />possible complication other than simple subsidence troughing. HCC should provide <br />an explanation as to the crack origin and magnitude. <br />The size of the crack may pose a safety hazard to humane, livestock, and <br />wildlife. As the crack is in MCC's permit boundary and appears to be a result <br />of the West Elk Mine, a mitigation plan should be provided. In addition, MCC <br />should visit the crack on a regular basis (during collection of subsidence data) <br />to assess any changes in the crack. <br />MCC should provide responses to the above on or before April 19, 1995.
