1.0 INTRODOCTION <br />' 1.1 INTRODUCTION ~p SZTE ypCATION <br />Blue Ribbon Coal Mine, operated by the Blue Ribbon Coal Company, <br />is located near Sommerset, Colorado. General site location is <br />shown on Figure 1. Associated with the mine operations is a <br />- presently unstable mine bench fill area which will be utilized <br />for future coal storage. Portal access and support facilities <br />are located on the mine bench area, The bench area consists of a <br />_ forward bench built sloping up from Hubbard Creek which <br />terminates at the mine bench. The bench is partially cut into <br />- the existing slope, creating a steeply sloping highwall section <br />above the portal facilities with the remaining portion <br />constructed of fill which has been end dumped over the slope. <br />1.2 STATEMENT OF PROBLEM <br />- Based on conditions stipulated by the Mined Land Reclamation <br />Division of the State of Colorado, the Blue Ribbon Coal Company <br />is required to perform investigations and measures necessary for <br />. stabilization of the mine bench. The conditions of design are <br />based on regulations of the Colorado Mined Land Reclamation Board <br />' for Coal Mining, discussions of which are presented in Section <br />6.0. <br />The conditions of the bench fill area are characterized by <br />• varying degrees of instability and have been subject to movement <br />in the past and require continual maintenance and visual checks <br />• on the status of the mine bench. All these conditions <br />substantiate the necessity for performing operations which create <br />1 <br />
