-= ~,~ <br />~~. <br />~ smtud~,~ <br />u rem PueLs <br />AiP7Qalion. 7ric. <br />~ F p g 1987 <br />~n!r~ce LANu <br />Mr. Tan Gillis <br />Reclamation Specialist <br />Colorado Mined land Reclamation Division <br />1313 Sherman Street <br />Denver, CO 80203 <br />• III IIIIIIIIIIIII III <br />September 1, 1987 <br />RE: Professional Certification Docimient for the Coal Processing Waste <br />Bank on Deserado Mine Property, Bonanza Power Project File No. C-018-B1. <br />Dear Mr. Gillis: <br />Gn August 31, 1987, I performed an inspection of the Deserado Mine refuse pile <br />sub-areas 1 and 2-3. <br />I am a professional engineer registered in the State of Colorado and my <br />experience fulfills the requirements of Colorado Surface Coal Mining Reclamation <br />Act. <br />'Ihe purpose of mR' inspection and certification was to ensure proper coZStruction <br />of the refuse pile and to satisfy the requirements of Rule 4.09 1 (11) of the <br />Colorado Mined Land Reclamation Board. <br />There are no apparent points of seepage >n the pile, and there is no indication <br />of slope failure. The surface drainage facilities were adequately maintained <br />and were working properly. No subdrain system is required by our permit, since <br />geotechnical investigation for the disposal site revealed no ground water present. <br />Permanent out slopes have not yet begun to be built. Required compaction was <br />achieved in all lifts thiough August 31, 1967. <br />We have now, to date, a total of 342,099 tons of refuse placed in sub-area 1, <br />and 273,919 tons placed in subarea 2-3. <br />Both the topsoil and subsoil piles for those areas have been seeded and are <br />stable. Removal and stock piling of all organic material and topsoil prior <br />to disposal of refuse has been completed. <br />As I explained in the Professional Certification Doc~unent, dated June 2, 1987, <br />our refuse material required updated strength testing. We now are using a <br />smooth drum compactor and are achieving rec~~ired compaction results. <br />Deserado Mine <br />P.O. Box 1061 . <br />Rangely.
