,~
.-
3. OW-9 is not included in NCEC's permit as a required monitor-
ing well. Baseline data has been gathered and monitoring is not
planned for this well in the near future. Monitoring is
scheduled to resume one year prior to Phase B; the current permit
being Phase A.
4. Section 2.2 of the 1985 Annual Hydrology Report contains in-
formation regarding the apparent decrease in water quality of
holes OW-8 and OW-14. The holes are downgradient from the mine
site, but they are also greatly affected by field irrigation from
the Vulcan Ditch. The report notes that the largest water
quality change occurred in September 1985, but since mine con-
struction did not begin until October 15, 1985, the apparent
change is not associated with any mine surface activities.
5. No comment is available at this time.
6. Revised pages to Section 3 of the permit will be submitted
soon.
7. Please elaborate on your concerns regarding the completion of
OW-15 and OW-16. This area is important to NCEC as a permanent
rail loadout site. We will need to know that water monitoring is
required for this location to establish baseline data.
8. Comment noted.
if futher information is required, please do not hesitate to con-
tact me.
Sincerely,
E. Peter Matthies
President and
Chief Executive Officer
