Long <br />Div ~swn Direanr <br />RE: Coal Waste Pile, Vent Shafr Muck, Bowie No. 2 Mine, Petmit No. C-96-083, Bowie <br />Resources Limited <br />Deaz Mr. Bear: <br />As we had discussed in our telephone com~ersation of June I, 1999, the Division has a concern <br />about the placement of the vent shafr construction muck onto the coal waste pile at the Bowie <br />No. 2 Mine. As had been originally stated in the Division`s field inspection report dated January <br />28, 1999, the material properties of the muck need to be known before that material can be <br />placed into the refuse pile. Otherwise, the designed factor of safety of the compacted waste pile <br />may no longer be appropriate. In addition, since the muck is of a different material than the coal <br />waste, the method of incorporation of the muck into the waste pile would also be of importance. <br />First, the Division requests that Bowie Resources provide an analysis to the Division of the <br />material properties of the muck that would demonstrate that the factor of safety designs already <br />in the permit application would not be compromised. The Division believes that the slope <br />stability engineering testing that had been performed for the portal bench may apply since the <br />rocks involved in that testing may be similar to the rocks excavated in the vent shaft <br />construction. <br />Second, the Division further requests that Bowie Resources provide to the Division a description <br />of the methodology that Bowie Resources anticipates using in order to incorporate the muck into <br />the coal waste material on the waste pile. The Division suggests that the muck bemired with the <br />coal waste before compaction, rather than spread as a sin,le, homogenous layer. <br />STATF OF COLORADO <br />The Division requests that this analysis and description be submitted before any muck is <br />permanently placed into the coal waste pile. <br />
