Long <br />Diviswn Director <br />The Division of Minerals and Geology has completed review of the 1998 Annual Hydrology Report for the New <br />Elk Mine, #C-81-012. <br />General Comments <br />The map included with the report is nearly unusable given its poor condition and the amount of overplotting. Please <br />include a new map with future reports, which accurarely depicts site locations. Passible options include using Map <br />136 as a base or developing a new AutoCAU map. Orientation to existing surface features should aid in accurately <br />locating each site. In particular, stream sites are not clearly defined or located. Update of the text descriptions <br />should coincide with any revision of the map. PAW-1 and PAW 2 are not 100 yards apart but are in fact only 30 <br />feet apart. <br />The Division notes Table 1.2-3 of the 1998 report which includes [he elevations, total depth, zone of completion, <br />and monitoring purpose for all New Elk wells. This information complies with Rule d.05.13(1)(d)(i). <br />Monitorine Frequency <br />Site visits and samples appear to have been taken in accordance with the approved plan. <br />Analv'sis of Data and Determination of Impacts <br />Surface Water Quantity and Quality <br />Two stations on the Purgatoire River are monitored for Flow and field parameters on a quarterly basis, and water <br />quality on an annual basis. PRS-I is located upstream of all New Elk mining activities and PRS-4 is located <br />downstream of all mining activities, yet upstream of the confluence of the North Fork of the Purgatoire with the <br />Middle Fork. No consistent relationship between Flows is apparent. In fact, Flow values are inconsistent depending <br />on [he month. No apparent relationship benveen the two sites could be established for low Flow or for the irrigation <br />season. Conductivity is nearly equal at the two sites, PRS-I (287 umltos/cm) vs. PRS-4 (293 umhos/cm). Pond <br />discharges were very infrequent and of short duration. Pond efFluent, when i[ occurs, is monitored through self <br />reporting and sampling in accordance with the approved point source discharge petntit issued through the Colorado <br />Department of Public Health and the Environment. Repairs [o principal spillways in pond ?and pond 7 should <br />improve pond efFluent and prevent the occasional exceedance of efFluent limitations. <br />Ground Water Ouantiry and Ouali[y <br />
