Considering an even shorter preceding period (four months, Figures 9a <br />and 9b), year 2000 moves up the rankings to the eighth driest on record (and still <br />somewhat below the average). The year 2000 value of <br />39.4 percent was the lowest of the years of observation. This corresponds with its status <br />as the warmest and driest of all the observation years. As can be seen in Figure 1, the <br />cover in the 1985 Reclamation area did meet the performance standard for cover. <br />Likewise, the 1998 Reclamation, only two years old, was in compliance with the cover <br />performance standard, although, it would be too early to actually test for reclamation <br />success. It should be noted that the cover values in the reference areas are relatively <br />low. Cover in the Mountain Brush Reference Area was only lower iri 1994, the only year <br />of the 14-year record that was drier than 2000 for the August through July period (Figure <br />• 7b).
