Mr. Henry Barbe
Mountain Coal Company
Page 2
September 13, 1996
and/or aerial photography used to monitor subsidence in the
Jumbo Mountain Tract or other areas of active mining? This
paragraph is ambiguous and should be clarified to state that
a specific visual survey was performed in an attempt to
discern impacts of subsidence. Please provide a discussion to
indicate where visual surveys were performed and provide the
results of these surveys.
3. Minor revision No. 96 specifically requires that the Annual
Subsidence Monitoring Report (Year- end Report) include a
discussion of the hydrologic consequences of subsidence. This
section should include information on subsidence effects on
ground and surface water. There is no discussion of the
hydrologic consequences of subsidence in the report submitted.
Please revise the current report to include a discussion of
the hydrologic consequences of subsidence.
In reference to the Larry Mautz cabin, the Mountain Coal
Company letter dated December 14, 1995 (TR-74 file) states:
"Subsidence monitoring and survey results, including the
impacts, if any, to the building will be presented in MCC's
annual subsidence report. The Annual Subsidence Monitoring
Report submitted did not contain any information pertaining to
the Mautz cabin. The Division has recently received a report
under separate cover providing the survey information
pertaining to the Mautz cabin. Please be reminded of the
commitment to providing ongoing survey information in future
annual subsidence reports.
The Division has not yet received the Semi-annual Subsidence
Monitoring Report (Mid-year Report), which was due to the Division
by August 15 of the calendar year, reflecting data collected during
the first part of the year. Please submit this report as soon as
possible or submit a request for an extension of the due date.
Please provide responses to the above comments within 30 days of
receipt of this letter. If you have any questions please contact
me.
Sincerely,
M~.P~. rs~
Michael P. Bou ay
Environmental Protection Specialist
MPB/mpb
