2. @ where ditch turns SW away from access road 3A:
`ditch top width = 13'; ditch bottom width = 5.5'; ditch depth = 18";
distance from ditch crest to berm crest = 43"; distance from berm crest to
road = 40'; riprapped
NOTE: Measuring the ditch and berm at this location was very difficult
because boundaries between them, and between the berm and
undisturbed area, were indistinguishable. Ditch here was more
trapezoidal than V-shaped. Appeared to be over-built, however.
3. ~ pt. along NW side of pile midway between 2nd and 3rd benches:
'ditch grade = 25%; riprapped
4. @ pt. near map location of cross section G-G:
'top width = 10.5'; bottom width = 4'; depth = 23"; riprapped
G. Single CMP Under Access Road 6 for southeast collection ditch:
'diameter = 30"; inlet and outlet clear
A section of the northwest collection ditch was filled with coal refuse on the north end of
the pile at a point about half-way between the confluence of the collection ditch with
drainage from benches 2 and 3. About 10 inches of ditch embankment or freeboard
remained on the outside of the ditch to contain drainage. The inside ditch embankment
had been overtopped and drainage flowed along the toe of the pile before reentering
the ditch. Coal refuse filled the ditch to a width of about 14.5" extending to the pile.
IV. Roadside Refuse Disposal Area
The RRDA is located on the easUsoutheast side of Interstate 70 south of the main mine
facilities area. Construction began in 1977 and the pile was temporarily reclaimed in
1988. Coal refuse is no longer added to the pile. Powderhorn presently uses the top
of the pile as a storage area. The pile will be permanently reclaimed when the top isn't
needed for storage any more. Bench and lift dimensions do not apply because such
features were not incorporated into the pile's initial construction. Vegetation appears to
be well established on the pile's outslope. Permanent reclamation will include
regrading the outslope, possibly constructing benches, and replacing the existing 6
inches of top dressing with a covering of 18 inches of non-toxic, non-combustible
material based on the results of field trials. In conjunction with the refuse pile's
permanent reclamation, the uphill permanent diversion will be moved to a location
closer to the pile. Current disturbed area associated with the pile and the mine
facilities area is about 62.4 acres; the area associated only with the refuse pile and
associated ditches probably is about one-fourth of that total.
A water pipeline operated by the Ute Conservancy District skirts the south side of the
13
