Exhibits 9A and 96 show three underdrains (labeled 1, 2 and 2A, and 3) constructed in <br />CRDA-1. Exhibit 20 shows underdrain cross sections in Detail D. Underdrains 2 and <br />2A converge into one drain that discharges into pond 6, along with the other two drains. <br />Our field review suggested that either the location of the outlet of underdrain number 1, <br />or the location of pond 6, is questionable because the outlet location for underdrain 1 <br />depicted on the exhibits coincides with the near-vertical face of a rock outcrop. During <br />the field review, we found an apparent drain outlet at the southwest corner of pond 6 <br />that coincides with the exhibits' depiction of the underdrain 2 outlet location during the <br />field review. Coal refuse fines and a small amount of ponded water indicated an <br />underdrain was working at this location to dewater the refuse pile, though a drain <br />wasn't actually visible. Pond 6 otherwise was dry. The underdrains are designed with <br />a depth of 2' to 5', a width of 10', and a Mirafi filter fabric covering. Though Detail D on <br />Exhibit 20 shows rock fill "as specified' in the drain core, I couldn't find rock fill <br />specifications in the approved mine plan. <br />Reclamation of CRDA-1's lower three lifts was completed. One outslope and bench <br />were operational and uncovered. Overall, reclamation of CRDA-1 appeared to be <br />contemporaneous. Vegetation appeared to be well established on the reclaimed lifts. <br />We didn't check the depth of cover soil because DMG previously verified it as noted <br />above. No significant ponding on the pile's surface was noted. Refuse was dumped at <br />the pile's north northwest end prior to being spread and compacted in layers s 24" <br />thick. A permanent diversion isn't designed or constructed for CRDA-1. <br />Field measurements were taken to spot-check CRDA-1's construction and were <br />approximate. Measurements taken were as follows: <br />A. Fourth lift: <br />1. @ pt. 150 yards from southeast corner, south of pond 10: <br />'slope steepness to 3rd bench =40% <br />`slope length to 3rd bench 87' (lift height = 32') <br />B. Third bench: <br />1. @ pt. 150 yards north of southeast corner near pond 10: <br />'bench width =10.5'; bench inslope = 12% <br />`grade toward southeast = 2% to 3% <br />2. @ pt. on NW end of pile, 150 yards southeast of NW collection ditch: <br />bench width 10' 3"; bench inslope= 15% <br />'grade toward the northwest collection ditch = 1 % to 2% <br />C. Second bench: <br />1. @ pt. 150 yards north of southeast corner near pond 10: <br />'bench width = 13'; bench inslope = 5% <br />11 <br />
