Please respond to any issues as necessary within 60 days of receipt of this <br />letter. <br />General Comments <br />1. The text of the report continues to refer to [he Golden Eagle mine, apparently from previous <br />reporting submitted when the same company owned the two sites. Please eliminate references <br />(e.g. pages 14, 16) to the Golden Eagle mine unless the comments are specific to a comparison of <br />data or analysis of impact related to the New Elk site. <br />2. Please identify the superscript " 2" on Table 1.2-1 for the short list. <br />Monitoring Frequency <br />Site visits and samples were appazently not taken in accordance with the approved plan. During the first <br />nine months of 2002, the mine was on a reduced frequency for the hydrologic monitoring plan due to <br />temporary cessation status. The plan as approved (p. 2.05-90b) allows for a reduced frequency of <br />monitoring during temporary cessation. The plan indicates when the preparation plant becomes active, the <br />Division will receive written notification and the frequency of monitoring will be increased. The Division <br />received written notification that the mine was once again in an "active" slams on October 18, 2001. <br />Therefore, monitoring should have followed the reduced schedule for [he first nine months of the year and <br />the increased frequency of monitoring schedule for the last three months of the yeaz. Based on this plan, <br />deviations from the approved plan are noted as follows. <br />• No field readings (pH, conductivity, temperature) were reported for the four alluvial wells <br />PAW-I, PAW-2, PAW-8, and PAW-9 in May (the first semi-annual visit). <br />• No monitoring data was reported (water level and field measurement) for NEW-2, NEW-3, <br />NEW-4 for October and November. The field measurements for December for NEW-3 were <br />also not reported. <br />
