Seneca II-W, 1999 AHR
Page 2
June 9, 2000
Creek utilizes data from Site SW-S2W-FG3. This has been approved in the Seneca II-W
PAP. The Division recommends that SCC submit the revised analysis presented in the
1999 AHR for approval with the upcoming permit renewal application.
5. On page l0 of the AHR (in reference to the groundwater standard for manganese),
SCC states that "the CDOH standard of 0.2 mg/I is used to protect crops grown in soils
with a pH value lower than 6.0. In soils with a higher pH (as are found in the Seneca II-
W region), a more appropriate standard would be ]0 mgll. (EPA, 1976)" As discussed
with SCC during the Seneca II Mine 1999 AHR review, the Division could not find a
CDPHE reference in "The Basic Standards for Groundwater" regarding this statement.
The appropriate agricultural standard for manganese in groundwater is 0.2 mg/I. Please
clarify this standard in next year's AHR.
If you have any questions regarding this letter, please contact either Mike Boulay or
myself.
Sincerely,

Sandra L. Brown
Environmental Protection Specialist
