III IIIIIIIIIIIII III
~~~
s~ o~ Seneca Coal Company
July 13, zooo RECEIVED
JUL 17 2000
Ms. Sandra Brown
Division of Minerals and Geology ~N)SionolMinerals8Geo1
1313 Sherman Street, Room 215 X91'
Denver, CO 80203-2273
RE: Seneca II-W Mine, Permit C-82-057, 1999 Annual Hydrology Report Comment
Response
Dear Ms. Brown,
This letter serves as Seneca Coal Company's (BCC's) response to
the Division's June 9, 2000 letter in regards to their review of
the Seneca II 1999 AHR. The item numbers in this response
correspond to those in the Division's letter.
1) PR-02 went into effect on December 10, 1999. Since the 1999
AHR cover the water year (October 1, 1998 to September 30, 1999),
no data was collected at these surface water sites for the 1999
water year. Monitoring at these sites (which was not required
until the effective date of PR-02) has been resumed in 2000 water
year.
2) Required monitoring at these four wells began on December
10, 1999 (see Item 1) Monitoring at these sites has been resumed
in 2000 water year.
3) Required monitoring at these two springs began on December
10, 1999 (see Ttem 1) Monitoring at these springs has been
resumed in 2000 water year.
4) SCC will revise the PHC as suggested in the upcoming permit ~_
renewal application.
5) The Division is correct that there is no reference to the
EPA information (regarding the soil pH) in the CDPHE standard.
SCC provided this EPA information to justify our belief that the
state standard in inappropriately stringent in cases where soil
pH's are greater than 6.0. SCC will clarify this statement in
future AHR's.
Seneca Coal Company P.O. Drawer D Hayden, Colorado 81639
Telephone (970) 276-3707 FAX (970) 276-3014
