SRELTON, Dlreator
June 7.9, 1987
Mr. Oavid M. Stout
Wyoming Fuel Company
P.O. Box 15596
12055 W. Second Place
Lakewood, Colorado 80215
Re: New Elk Mine (Permit No. C-81-012) and Golden Eagle Mine (Permit No.
C-81-013) 1986 AHR and WFC June 1, 1987 Response to AHR Review
Dear Mr. Stout:
I have received the corrections to the 1986 AHR forwarded with your letter
referenced above. These will be inserted into the copies of the report. I
appreciate the prompt response.
In regard to your comment concerning Item 10 (mine inflow), I believe that the
mine inflow report is the required annual response to Stipulation No. 11 of
the permit for WFC's Golden Eagle mine and to Stipulation No. 13 of the permit
for WFC's New Elk Mine. Both stipulations have the same wording and require
annual inflow studies to be conducted for each active or unsealed mine area
and to include the mapping of each point source or area-wide inflow on
up-to-date mine workings maps and the production of tables of all point source
inflows mapped with data on their flow rates.
As far as the Division is concerned, the reporting of the quantity of current
inflow at the various point sources is not to be limited to new sources only.
You may limit your reports of current quality, ie, pH, Ec, temperature, and
source to point source inflows not previously mapped if you choose. While I
would prefer to have updated quality data, the stipulatlonTs~ require WFC
to provide it. The stipulations do, however, require current estimates of the
quantity of mine inflow which are the more important.
Comparing WFC's 1984, 1985 and 1986 mine inflow studies does indicate that WFC
has not complied with the requirements of permit Stipulations 11 and 13 for
the Golden Eagle and New Elk Mines, respectively. Both quantity and quality
inflow data are the same in all reports. I hope the study to be conducted
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203-2273 Tel.
