Long <br />~ Division Director <br />RE: Roadside/E~meo 5 Annual Subsidence Report <br />Subsideri ntrol Plan & Inventory Issues <br />(Permit No: C-81-041) <br />Commf~nts Relating to The Report <br />I have reviewed the 1995 annual subsidence report submitted by Powderhorn <br />Coal Company for its Roadside/Cameo mining complex. The approved permit <br />requires the conduct of twice yearly visual inspections of the potentially <br />effected area above the Roadside South and Roadside North mines. The report as <br />submitted fulfills the requirements of the approved permit. Evidence of several <br />cracks is documented. The nature of these cracks is consistent with those <br />known to have occurred in the past and with the consequences projected within <br />the Powderhorn permit documents. Healing of these cracks is proceeding in <br />keeping with previous experience at the mine site. <br />The reFlort format is clear and concise. I recommend acceptance of the report <br />as prepared and submitted by Mr. Larry M. Reschke, P.E. <br />Comments Regarding the Subsidence Control Plan & Inventory <br />Mr. Reschke states; "There is a high voltage powerline across the area (Roadside <br />South) and a buried domestic water line. The powerline was installed <br />subsequent to the coal lease and was installed with the understanding that <br />mining could subside the line." <br />In November of 1995 the permit documents were amended (pg. 224 & 225) to <br />state that a house and shop building were constructed in 1995 on surface land <br />
