The report included all of the <br />information required by Rule 2.04.13 with the exception of Rule 2.04.13(1)(e) (new rule that <br />became effective September 14, 2005) requiring the submittal of seedtags, invoices or other <br />comparable documentation that the approved seed mixes were used in the reclamation. Please <br />provide the documentation required by Rule 2.04.13(1)(e) by August 4, 2006. <br />The Division also reviewed production records kept by the Mine Safety and Training Program of <br />the Division of Minerals and Geology. Those records indicate that the Bowie No. 1 last reported <br />coal production in December 1997. Mining has ceased at the Bowie No. I Mine, and reclamation <br />should have already commenced in accordance with Rule 4.13 and the approved permit <br />application. In a letter dated April 3, 2006 the Division requested that BRL begin substantive <br />reclamation operations in the spring or early summer of 2006 to be completed within one year. <br />To date, the Division has seen very little progress.
