<br /> <br />1995 ANNUAL RECLAMATION REPORT <br />CYCC MINES 1.2. and ECKMAN PARK <br /> <br />This report addresses federal coal and associated private coal mining operations <br />conducted by CYCC in Routt County, Colorado, as delineated by mine areas on the <br />enclosed maps titled Mines 1, 2, Eckman Park Annual Reclamation. <br />The method of mining utilized by CYCC consisted of a dragline type operation. <br />Topsoil was stripped by scrapers and segregated into topsoil stockpiles or reapplied <br />directly onto regraded spoils. Following mining operations, spoils were graded to <br />approximately the original contour and topsoil was replaced over the spoil material. <br />The seed bed was then prepared and planted during the summer and fall. Topsoil was <br />ripped prior to planting to relieve compaction and increase surface roughness. <br />Contour furrows were installed on steep slopes to help stabilize the site and enhance <br />soil moisture conditions. A detailed description of the cultural practices employed in <br />the reclamation process is presented under Section 780 of Permit C-81-071 for <br />Mines 1, 2, and Eckman Park. <br />Enclosed are three maps (one is a combined map to conserve paper) which delineate <br />the areas which have been disturbed by mining and the subsequent extent of <br />reclamation. <br />The major categories of disturbance were spoil, graded spoil, haulroads, topsoiled, <br />and reseeded (of which only the reseeded and graded spoil are still applicable). The <br />maps indicate the acreage, date of seeding, and seed mixture used for each reclaimed <br />parcel. Seed mixtures are presented in Table 1 and correspond to the coding on the <br />enclosed reclamation maps. <br />During 1995 the only reclamation activity consisted of the reseeding of an isolated <br />area in a reconstructed drainage near the dragline. The site was reseeded using the <br />approved pastureland seed mix after drainage repairs were affected. There were also <br />some limited road drainage ditch repairs completed in the upper areas of Eckman <br />Park, none of which were extensive. Ali activities in 1995 took place in previously <br />disturbed areas, and there was no new disturbance associated with CYCC activities. <br />The cumulative number of disturbed acres still under CYCC liability is approximately <br />3,100. There are less than 5 acres left to reclaim under CYCC liability, these areas <br />being associated with the dragline dismantling pads. <br />The shaded areas denoted TCC on the attached Maps indicate areas of overlap and <br />liability transfer involving the surface operations and the underground mine. TCC <br />assumes liability for those redisturbed parcels previously reclaimed under CYCC <br />liability. <br />
