Coal outcrop area will be graded and reclaimed in 1994. Spoil samples will be collected
from this area once final grading has been initiated.
Soil Pi t-Soil Fertilitv-Revegetation Monitoring. Shallow postmine soil pits are
excavated periodically near representative revegetation monitoring sites to evaluate
plant rooting characteristics, lietermine soil fertility, ensure spoil suitability, and
compare soil/spoil data with site-specific revegetation data. The pits are selected
using a rate of one pit per 25 acres of reclamation. Postmine soil pits are placed within
reclamation blocks that have been soiled and seeded for a minimum of three years.
Similar minimum time frames are used for monitoring postmine vegetation. The permanent
vegetation has generally established sufficiently after three to four years to evaluate
interactions between rooting depths and soil/spoil quality.
No soil or spoil samples were collected from shallou postmine soil pits during the 1991
field season. According to the Reclamation Schedule, Exhibit 19-1, from Permit C-82-057,
[he first 25 acres of permanent rec Lamation will no[ be completed until 1994. Therefore,
sampling from shallou postmine soil pits will not be initiated until the 1997 or 1998
field seasons.

Soil Replacement Technique. The three soil replacement areas for the 1991 field season
ere shown on Exhibit 91.2, 1991 Soil Resource Map. Soil replaced on the 7.8 acres of cut
slopes along Haul Road A was hauled from Stockpile J. Soil replaced on the 2.9 acres of
final graded slopes in the boxcut area was direct hauled.
Soil Balance. Peabody is submitting the soil ba Lance with [he Annual Reclamation Report
as required by Permit C-82-057, Tab 21, Pages 5, 32 and 33, and as recommended by Section
2.04.13(2) of Colorado~s Regulations for Coal Mining. The soil balance is completed to
ensure soil is salvaged, stockpiled, and replaced as recommended and approved in the
permit, and, if necessary, to readjust soil salvage and redistribution thickness. The
soil information is also used to update the soil volume information Peabody submitted
with permit revision No. 1 and confirm the mean soil replacement thickness for the first
five-year permit term.
Soil Salvage and Storage. The disturbance area from which soil was salvaged and the soil
stockpile sites as of December 31, 1991 are shown on the 1991 Soil Resource Map, Exhibit
. 91.2. The following technique was used to prepare the 1991 Soit Resource Map. The soil
3
