6) Specification of monitoring objectives and methods (monitoring <br /> plan) (Task 1.8) . <br /> c. Watershed-Orchid Evaluation will include a review of at least: <br /> 1) Processes critical to ecosystem function in the watershed, which <br /> processes are in place and which are absent, especially hydrology. <br /> 2) Landownership within the watershed, along drainages, and in RHCAs <br /> and critical contributing areas. <br /> 3) Water rights and water uses. <br /> 4) Forestry and grazing practices. <br /> 5) Recreation use and objectives. <br /> 6) Other land uses (e.g. , oil and gas leasing, mining) . <br /> 7) Pollution (both point and non-point sources) . <br /> 8) Existing and potential natural communities. <br /> 9) Identification, status, and location of sensitive species (both <br /> plant and animal) . <br /> 10) Exotic species (both plant and animal) . <br /> 11) Ongoing and proposed projects that may affect watershed function. <br /> 12) Present status of knowledge regarding demographics, population <br /> viability, and habitat requirements of the orchid. <br /> 3. Interdisciplinary Teams. The products of Watershed-Orchid Evaluation are <br /> recommendations that guide and prioritize management actions to achieve <br /> the Ute ladies'-tresses recovery goals. Under the ecosystem approach, a <br /> technical , interagency, interdisciplinary team (ID Team) conducts the <br /> analysis and plays a key role in working with public and private resource <br /> managers and Federal and state agencies to implement management <br /> recommendations. The ID Team addresses critical issues in the Key <br /> Watershed by determining existing stream/riparian and upland conditions, <br /> comparing present conditions to potential natural ranges of variability, <br /> and making judgements about the effects of historical and current land <br /> uses on watershed condition and dynamics and the population size and <br /> distribution of the orchid. The ID Team also makes recommendations to the <br /> Recovery Team on appropriate delisting criteria, such as population size <br /> and distribution and habitat conditions, for the watershed. (Task 1.1) <br /> Interdisciplinary teams to conduct the Watershed-Orchid Evaluation will be <br /> assembled as needed. This recovery plan recommends that ID Teams be <br /> assembled for each of the watersheds listed in Appendix III. Orchid <br /> 23 <br />
