(Northwest Colorado Consultants, Inc.) has prepazed this latter outlining our <br />inspections made during the first quarter of 2000 a[ the Waste Coal Area, which is located at the Foidel <br />Creek Mine in Rou[[ County, Colorado. <br />We visited the project site on January 4, 2000 with Rick Mills [o inspect [he waste coal azea. A[ the time <br />of our visit, the contractor was stockpiling the waste coal materials in the central portion of Area 1 of the <br />waste coal azea. They had not placed any compacted lifts since last fall. <br />Based on our recent discussions with Mr. Mills, it appears that approximately 13,000 tons of waste coal <br />were generated and stockpiled in January and approximately 8,000 tons were generated and stockpiled in <br />February, 2000. However, they did not generate nor stockpile any materials in Mazch. It is our <br />understanding that [he majority of [he materials were stockpiled [o the south of the temporary haul road, <br />which runs in a east [o west direction across the pile. Since no additional lifts of refuse had been placed <br />or compacted during this quarter, we did not take any compaction tests. <br />As suggested in our previous quarterly report, the water levels in [he monitor wells installed on October <br />23, 1997 were measured during this quarter on a monthly basis. In addition, [he water levels for the <br />three (3) monitor wells installed on December 9, 1999 aze included.
