Byrnes <br />Office of Surface Mining <br />Albuquerque Field Office <br />625 Silver Avenue, SW <br />Suite 310 <br />Albuquerque, New Mexico 87102 <br />Re: AFO Concerns North Thompson Creek Mine Bond Release, C-81-025 <br />Dear Mr, Byrnes: <br />This letter is written in response to the concerns raised in your inspection <br />report of January 8, 1988. <br />Concern No. 1 - The operator's request fora technical revision to reduce the <br />overa on on the mine site and loadout is technical revision No. 7 not <br />No. 6. This technical revision is completely separate than the previously <br />approved technical revision for revised reclamation contours at the mine <br />site. TR-7 (Bond Reduction Request) proposes to reduce the total reclamation <br />costs for the mine site to $527,500.00 and the total cost for the loadout <br />reclamation to $231,800.00. You are correct that these two estimates total <br />$759,300.00 which is different than that proposed in the original bond <br />reduction request, The operator finalized his bond reduction request previous <br />to totalling the final figures for the overall bond reduction TR and therefore <br />the discrepancy occurred, However, Technical Revision No. 7 is being <br />processed concurrently with the bond reduction request. The 60% bond <br />reduction will not be approved until final figures for the overall reclamation <br />costs are agreed upon and approved by the Division. The 60% reduction will <br />then be 60~ of the approved overall bond amount. <br />Concern No, 2A - Technical Revision Mo, 6 was requested by Snowmass Coal to <br />revise t e nal reclamation contours at the mine site. This is an earlier <br />and different technical revision than TR-7 for bond reduction as referenced <br />above. Technical Revision No. 6 was previously approved by the Division and <br />publication was made of our approval in the Glenwood Post on <br />September 11, 1987. The approval documents will be forwarded to the <br />Albuquerque Field Office. <br />Concern No, 26 - As previously stated Technical Revision No. 6 for revised <br />contou- rs and reclamation for the mine have been previously approved. The <br />actual area of prime farmland exists at the north end of the road where it <br />turns east to head toward the truck dump. The area by the ranch was all <br />pre-existing road and has actually been built on upland areas which are not <br />within the prime farmland area.
