In an attempt to <br />simplify the monitoring program for the operating level at the <br />mine, Jim Stover sent a memo to the mine Nay 5, 1994, copy <br />enclosed. <br />I was hired as environmental coordinator on Play 16, 1994, and we <br />have been caorlcing to ensure compliance with the monitoring <br />program. We have expended extraordinary effort and resources to <br />achieve the goal of meeting the Division requirements, including <br />hand-carrying the bulky groundwater monitoring equipment from the <br />highway to the r-•ell sites through the snow and ice conditions in <br />December; travelling through mud, snow, and ice on foot and <br />breaking ice to obtain field measurements and water samples at <br />surface water sites; snd accessing the Hubbard Creek sites on <br />foot to make the ~reek]y inspections. <br />?lino, Revision Vo. 24 incorporated the concerns for ensuring <br />continued compl.ir+uce with the monitoring program, while it also <br />recognized there may be some conditions when monitoring is not <br />practical. Even though T was successful in Navin;' <br />Delta County make some improvement to the Hubbard Creels road <br />during Xoc~mher, on Xovember 29 I came close to going over the <br />erlge of the road r.hile my pickup slid backwards and sideways dor•n <br />the slide area. When the Division was notified of this safety <br />concern b>• letter dated Xovember 30, 1994, copy enclosed, you <br />responded r;ith a letter dated December 30, 1994, copy enclosed. <br />"I+'hy are the flow values for P:F-1 and \'F-2 identical but yet the <br />cuslity values vets differe;7t^ (Sept-Dec 94)" As stated in the <br />159.1 Annual Hydrologic Report, page 2, copy enclosed, flow in the <br />Xorth Porl: of the Gunnison is obtained from the USGS gauging <br />station, located upstream from the Sanborn Creek mine near the <br />Hao:k's \est west site. Also included in the 1994 Annual <br />hydrologic Report was the data sheet obtained from the CSGS, copy <br />enclosed, and the Sanborn Creek ?line discharge meter readings and <br />flow v~_lues, to which i have added an additional column for flow <br />in cfs, copy enclosed. <br />~s can be seen, the Sanborn Creek Mine discharge, the only flor,~ <br />to enter the Sorth Fork of the Gunnison between \F-1 and \F-2, <br />averr.ged 0.}5 cfs, with a low of 0 when the discharge was shut <br />down for clcanin•o the mine water pond during part of the week <br />endin; .~uoust 29, 1991, to a high avcra~e of 0.61 cfs for the <br />week ending December 19, 1991. Compared to the forth Fork of the <br />Gunnison, inflow from the mine is small. <br />8 <br />
