We do not recall having observed any significant presence of <br />intermediate wheatgrass at the sampled locations. We will check for the presence <br />of the species during inspections over the course of the 2007 growing season, and <br />we will advise if our observations indicate that the listing of intermediate <br />wheatgrass may have been the result of mis-identification. <br />4. We are in basic agreement with the summary findings and recommendations in <br />Section 4.0 of the report, regarding concern due to heavy annual grass <br />competition in various azeas, as well as lack of particular vegetative components <br />(e.g. cool season grasses, warm season grasses, forbslhalf shrubs) in various <br />locations. Herbicide treatment to suppress annual grasses, along with seeding of <br />selected species/components within stands where the components aze poorly <br />represented maybe necessary to meet bond release standards. We would <br />encourage SCC to consider submittal of a future revision application to address <br />these concerns, although it maybe prudent allow for a period of time to assess the <br />initial results of the North Decline cheatgrass suppression/interseeding project, <br />before pursuing further "husbandry" or "remedial" treatments. We would note <br />that two of the cool season grasses (crested wheatgrass and Russian wildrye) and <br />one of the subshrubs (prostrate kochia) aze non-native species, and as such, use of <br />these species would likely reinitiate the full 10 year liability period. The <br />inclination to avoid introduced species so as not to reinitiate the full 10 year <br />liability period, should be weighed against the ability of alternative native species <br />to establish and persist in the presence of cheatgrass competition, as effectively as <br />the introduced species. Please give consideration to these issues and provide a <br />written response. <br />
