Spoil fill tt9 <br />September 30, 20UA <br />Page 2 <br />FILL PLACEMENT <br />CDMG regulations require that spoil be "placed in horizontal lids in a controlled manner, concurremly <br />compacted as necessary to ensure mass stability". Maximum IiR thicknesses are not specified. As indicated <br />by previous inspection reports, lifts were placed in accordance with plans specifcd by the C'I'L'fhumpson <br />report. Spoil material was transported to the fill area using a combination of trucks and dozers. L.efl <br />thicknesses of up to 50 feet were placed within the area removed from the fill fact by more than $U feel. <br />fill placement terminated by second quarter 2002. <br />COVER MATERIAL <br />As documented by previous inspection reports, cover placement, seeding and mulching occurred dm ing the <br />second quarter 2002. The upper-most surface area of fill nine received final grading and was covered with <br />8-10 inches of topsoil material during this quarter. The area was broadcast seeded at 20 Ibs-I'LS/ac with the <br />reclamation seed mix and mulched with certified weed-free hay at 2500 pounds per acre. <br />STI2000RAL INTEGRITY <br />The entire excess spoil fill facility was examined for signs of failure and instability such as tension cracks, <br />ground movement, springs and seeps, and standing water. No indication of potential instability was <br />observed. <br />DOCUMENTATION ANU OTHER OBSERVATIONS <br />Additional rock for armoring the east and west down drains remains to be placed. Disturbance areas along <br />the west downt~rain resulting from maintenance work should be hand seeded prior to die next growing <br />season. <br />CEI2TIFICA'1'ION <br />Inspection was conducted by Ronald G. Thompson, a qualified professional and MSI-IA ccrtilied inspector <br />of earth and rock-fill embankments and impoundments, under the direction of Mr. Charles McGlothlin, a <br />registered professional engineer licensed in [he State of Colorado. <br />This is to certify, to the best of my knowledge and belief, that pill No. 9 construction and placement, as <br />noted since the previous certification and as determined during this inspection and discussions with mine <br />personnel, is in accordance with designs as proposed by CI'L Thompson in their report dated April 27 and <br />amended July 27, 2001 and as approved by the Division of Minerals and Geology. <br />~/ V <br />Ronald G.
