CO 80203 <br />Re: Bear Coal Company <br />1996 AHR <br />Permit C-81-033 <br />Dear Mr. Boulay: <br />The DMG's letter dated November 20, 1997 transmitted its comments and concerns <br />regarding Bear's 1996 Annual Hydrology Report. Following are Bear's responses to the <br />DMG's concerns: <br />1. Enclosed is revised page 3 which explains that the specific percent increase or <br />reduction in constituent concentration for wells AA-1 and AA-3 are based on 1996 <br />data compared to 1995. <br />2. A brief description of the alternate sediment control used along the slide affected <br />mine access road is presented at the bottom of revised page 4. <br />3. Enclosed is revised page 6 which presents the temperature data for the french <br />drains. Only flow was measured for FD-LS on 7/17/96 because Bear did not have <br />the necessary instruments on site for the other parameters when the flow <br />measurement was taken. <br />4. Bear did not pump water into the mine from the welt or the river during 1996. There <br />was adequate inflow to the mine to satisfy all of the water needs of the mine. If fact <br />during April 1996, the mine inflow exceeded Bear's water needs and water was <br />discharged to the Colorado River through outfall 001. Enclosed is a new page 10a <br />which presents a demonstration of the mine water balance for the Bear No. 3 Mine. <br />Discussion was added to page 11 regarding the 1996 water balance. <br />
