Information on pond discharges and sediment pond inspections follows the hydrologic <br />monitoring program information. <br />OF THE HYDROLOGIC MONITORING PROGRAM <br />The hydrologic program followed for the Carbon Junction Mine is described below. With <br />the approval of Technical Revision 03 in April 1997, the original hydrologic monitoring <br />program for the mine was modified. Technical Revision 03 modified the sampling <br />frequency for springs and groundwater wells to semi-annual, with the exception of <br />groundwater well 95-1, which was to be sampled quarterly in 1997, and semi-annually <br />thereafter, The springs to be monitored were identified as 1, 2, and 4. The groundwater <br />wells to be monitored were 17-B, 82-1, 82-4, and 95-1. <br />During the review of Technical Revision 08 in late 1997, an in-depth analysis of the <br />hydrologic monitoring program was undertaken. It was acknowledged that several <br />springs and groundwater wells had been either misidentified or identified with multiple <br />designations. The hydrologic monitoring program was modified in the permit text to <br />clearly identify the springs and groundwater wells to be sampled. <br />The current hydrologic monitoring program (pages 5-48 and 5-49 of the pemtit <br />document) requires the semi-annual sampling and analysis of Springs 1 (upper Carbon <br />Junction Canyon), 3 (REA Canyon below the mine), and 4 (Carbon Junction Canyon <br />• below the mine) when flowing, and the semi-annual sampling and analysis of groundwater <br />wells 17-B (above the mine), 94-1 (mid-mine), and 95-1 (below the mine). With the <br />reclamation of the South Pit in 2003, well 94-1 was closed and backfilled, therefore no <br />additional data will be forthcoming from that well. The locations of the springs and wells <br />currently monitored are depicted on Figure 1. <br />During the permit renewal process in 1998, Technical Revision 09 clarified the parameters <br />to be analyzed when sampling is conducted (page 5-36a). <br />Soring Monitoring: Water Year 2004 <br />Spring 1 (Upper Carbon Junction Canyon) flowed once during the spring (March 2004) of <br />water yeaz 2004. This spring had been dry since the eazly 1980's. Flow returned in water <br />year 2003 (first calendar quarter of 2003), and flow was again encountered this past <br />spring. Flow is likely a result of significant snowpack and melt resulting from snow pack <br />above the spring during the winter, Spring 3 {REA SPG #3) did not flow during the <br />winter of 2003, however flow was encountered March 23, 2004 and June 22, 2004. <br />Spring 3 was sampled both times. Spring 4 (CJ-LO-SPG #4) was dry during the first <br />quarter of the 2004 water year, flowed in Mazch of 2004, and was dry during late June <br />2004. Sampling took place in March. All springs were dry when inspected on June 22, <br />2004.
