BOWIE RESOURCES LIMITED Bowie No. 2 Mine Coal Mine Waste Bank Inspection - 2ntl Quarter 2001 On June 23, 2001, I performed the required quarterly visual inspection of the Bowie No. 2 Mine coal mine waste bank in accordance with Rule 4.10.2. The gob disposal area was dry. I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of earth fill embankments. Nothing was observed during the inspection that would indicate the pile has a potential for failure. All organic material and topsoil has been removed ahead of the waste bank founding. The construction of the pile has progressed beyond the first terrace (=6070'). The operator began excavating cover material from the gob pile founding and placing the material on the outslope of the pile during the third quarter 1998. During the 2"' quarter 1999 additional cover material was excavated and placed on the outslope of the pile. The entire outslope of the pile, up to the first bench, is covered with subsoil. During the quarter additional cover material was placed on the outslope of the first and second bench and cover material is being hauled to the highway stockpile. The depth of cover material placed has not been verified. The coal mine waste generated during the quarter was from the mine. Approximately 724 loads were hauled to the gob pile during the quarter (6,082 in place cubic yards ~ 8.4 cy/load C~3 12 tons per load). Coal mine waste is to be placed in the pile in approximately horizontal lifts no more than 24-inches thick. The coal mine waste is spread and compactive effort is provided by a self propelled sheepsfoot compactor or afront-end loader. Coal mine waste hauled to the pile during the quarter was spread and compacted. Compaction tests were performed on June 28'" on the lift compacted during the quarter. Relative compaction test results, which all passed, are enclosed. A failure of the pile would probably not be a hazard to human life. The pile is located above a large flat bench. The bench is approximately 80 to 150-feet wide directly below the pile. Additionally, the gob pile sediment pond is located below the pile.
