<br />BOWIE RESOURCES LIMITED <br />Bowie No. 2 Mine <br />Coal Mine Waste Bank Inspection - 3`d Quarter 2000 <br />On September 27 , 2000, I performed the required quarterly visual inspection of the Bowie No. 2 <br />Mine coal mine waste bank in accordance with Rule 4.10.2. <br />The gob disposal area was dry. I, J. E. Stover, P.E., have a wide variety of experience in the <br />design and construction of earth fill embankments. Nothing was observed during the inspection <br />that would indicate the pile has a potential for failure. All organic material and topsoil has been <br />removed ahead of the waste bank founding. <br />The construction of the pile has progressed beyond the first terrace (=6050'). The operator began <br />excavating cover material from the gob pile founding and placing the material on the outslope of the <br />pile during the third quarter 1998. During the 2nd quarter 1999 additional cover material was <br />excavated and placed on the outslope of the pile. The entire outslope of the pile, up to the first <br />bench, is covered with subsoil. The depth of cover material placed has not been verified. During <br />the inspection the operator was working the pile. Cover material was being excavated along the <br />east edge of the pile and placed on the west and south slopes. <br />The coal mine waste generated during the quarter was from the mine. Approximately 100 loads <br />were hauled to the gob pile during the quarter (840 in place cubic yards ~ 8.4 cy/load Q 12 tons <br />per load). Coal mine waste is to be placed in the pile in approximately horizontal lifts no more than <br />24-inches thick. The coal mine waste is spread and compactive effort is provided by a self <br />propelled sheepsfoot compactor or a front-end loader. Coal mine waste hauled to the pile during <br />the quarter was not spread out over the pile. Compaction tests were performed on October 10'" on <br />the lift compacted during the beginning of the 3'd quarter. Relative compaction test results, which <br />all passed, are enclosed. <br />A failure of the pile would probably not be a hazard to human life. The pile is located above a large <br />flat bench. The bench is approximately 80 to 150-feet wide directly below the pile. Additionally, the <br />gob pile sediment pond is located below the pile.
