z <br />Also of note, it appears that Colowyo is conducting annual sediment surveys of their Ponds. <br />Rule 4.05.6(13) requires that sediment levels be observed and reported on a quarterly basis. We <br />should probab y make sure that Colowyo is aware of this and that they include that observation <br />in their quarterly reports. Their reports are pretty weak in terms of meeting the requirements <br />of the regulation, in that they really don't address signs of "structural weakness, erosion, or other <br />hazardous conditions" as stated. The operator is simply signing a form that says the pond, <br />spillways, and embankments are still in order as designed. It might be a good idea to get them <br />to revamp their reporting form. If you want to see some good examples, let me know, and I'll <br />show you Edna s or Senecas. <br />One last item on the pond reports - if this is not so already, Colowyo should be submitting the <br />reports to the Division quarters ,and the reports should be prepared under the supervision of <br />and sent in by an engineer ~ee Rule 4.05.6(13)).
