<br />Adequacy Review <br /> <br />Deserado Mine Professional Certification Documents <br />I. Coal Processing Waste Bank Inspection Letter: <br />The quarterly inspection report form provided by Western Fuels contains <br />insufficient detail. The items selected by the operator to be included <br />in the form are each appropriate, but they do not fulfill the overall <br />requirements of Sections 4.10.2 and 4.09.1(11), included by reference <br />by Rule 4.10. Further, the format of the inspection report form does <br />not provide sufficient background information to support the preparer's <br />observations (see attached letter, Dave Shelton to all operators, dated <br />July 13, 1984). <br />II. Railroad Fill Sloae Sediment Pond Calculations: <br />The certification document provided on January 3, 1985 for the as-built <br />railroad fill slope sediment pond plans and calculations appears <br />sufficient to certify that the pond was constructed as depicted in the <br />as-built drawings. <br />III. As-built Drawings of Access and Haul Roads: <br />The drawings submitted on November 21, 1984 must each be properly <br />stamped, dated, signed, and carry a certification statement, stating <br />that they properly depict the actual as-built situation of the various <br />roads. Additionally, Chief Weigand's letter accompanying the maps <br />should clearly certify that the "as-built" configuration of the roads <br />conforms with the approved configuration or, if they do not, it should <br />clearly describe why they do not and refer to any appropriate <br />amendments. <br />
