As a Registered Professional Engineer in the State of Colorado, I,
Darry A. Ferguson, have examined the fill area for the Carbon Junction Mine
and find the following:
1. The mine was inactive at the time of inspection (which was
October 1, 1986); and as of this date there has been no further
activity;
2. The fill area was physically stable, not showing signs of erosion,
slumping, sinking or washouts;
3. The fill was predominantly sandstone and had been compacted to
smooth Lifts which appearded to be approximately 4 feet from truck
size and geometry of dumping;
4. The material appears to be conform with industry and MLRD
standards.
Based upon the above, and a review of the Carbon Junction Mine Permit
(C-054-82) I certify that the fill is being constructed in compliance with
the Rule 4.09.1 (11)(4) and the permit for the mine.
December (1 1986 ~ '
Colorado egietered RE No

SEAL
