As a Registered Professional Engineer in the State of Colorado, I, <br />Darry A. Ferguson, have examined the fill area for the Carbon Junction Mine <br />and find the following: <br />1. The mine was inactive at the time of inspection (which was <br />October 1, 1986); and as of this date there has been no further <br />activity; <br />2. The fill area was physically stable, not showing signs of erosion, <br />slumping, sinking or washouts; <br />3. The fill was predominantly sandstone and had been compacted to <br />smooth Lifts which appearded to be approximately 4 feet from truck <br />size and geometry of dumping; <br />4. The material appears to be conform with industry and MLRD <br />standards. <br />Based upon the above, and a review of the Carbon Junction Mine Permit <br />(C-054-82) I certify that the fill is being constructed in compliance with <br />the Rule 4.09.1 (11)(4) and the permit for the mine. <br />December (1 1986 ~ ' <br />Colorado egietered RE No <br /> <br />SEAL <br />
