Box 774018 <br />Steamboat Springs, Colorado 80477 <br />RE: 1995 Annual Reclamation and Hydrology Report, Hayden Gulch <br />Mine, Permit No. C-80-003, H-G Coal Company. <br />Dear Mr. Neumann: <br />The Division has finished its review of the above-mentioned report <br />and has the following questions or comments: <br />1. Concerning the Annual Reclamation Report, and Rule <br />2.04.13(1)(f), the Division believes that, for future reports, <br />the location of revegetated acreages, and the years they were <br />seeded, needs more definition. One possible method would be to <br />add a notation in future Annual Reclamation Reports, under <br />Rule 2.04.13(1)(f), that would reference Map 2, entitled <br />"Reclamation Sequence & Drainage Map", found in the TR-63 <br />volume of the permit application. <br />2. Please provide the Discharge Monitoring Reports for the third <br />quarter. They do not appear to be in the 1995 Annual Report. <br />3. For future reports, on the quarterly pond inspection reports, <br />please provide the Professional Engineer's official stamp next <br />to the P.E. name and number that are already on the report. <br />This P.E. certification can be on a cover letter for each <br />quarter or on each individual report page. <br />4. As stated in Section 2.05.6 of Volume 1B of the permit <br />application, the surface water monitoring plan requires that <br />dissolved oxygen and turbidity be sampled in the field. <br />However, these two parameters do not appear in Exhibit 4 of <br />the 1995 Annual Report, although laboratory turbidity results <br />are given. In the response to the Division's adequacy question <br />no. 8 for the 1994 Annual Report, TerraMatrix stated that <br />
