Your letter indicates that a plan <br />would be finalized in the coming weeks. <br />Our files do not indicate that Cyprus has forwarded a plan or progress <br />report. At this time we request that a discussion and plan be submitted by <br />November 30, 1990. This plan sfroulo detail the exact location and extent of <br />material having inadequate compaction as well as a discussion of Cyprus' <br />opinion as td why compaction was not achieved. Address how the pile is to be <br />returned to the approved configuration including temporary storage of <br />excavated materials. Any alternate configuration for the pile or storage of <br />materials off the pile would have to be proposed and approved as a technical <br />revision. Copies of nuclear gauge compaction results gathered since the fall <br />of 1585 should be submitted. <br />Lastly, the Second Quarter 1990 certification report concerning the New West <br />kitlye Pile appears to be internally inconsistent. Page 2 of 2 indicates in <br />item #11 that adequate compaction was not achieved yet the certification <br />statement at the bottom of the page indicates construction was in compliance. <br />Please explain the inconsistency. <br />If you have any questions please feel free to call. <br />Sincerely, <br />Susan J.
