Breeds today to discuss a study he has been contracted
to complete for the U.S. Bureau of Mines (USBOM). Chris is a Canadian
consultant experienced in subsidence projection and remedy. He became
acquainted with the USBOM white completing subsidence analysis, prediction and
remediation in the State of Washington. Chris is also providing consulting
services to Cyprus Coal on their Empire and Foidel Creek projects.
DATE: August 4, 1.992 ,
T0: Steve Renner
Dave Berry
Dan Hernandez ~
Larry Routten .,
Susan Gilstrap `~ ~
•_ ~,
FROM: Jim Pendleton - .- ~~-
RE: Division Co ration 'ith U.S. Bureau of Mines Subsidence Study
The objective of this study is to investigate whether the use of strain
prediction models might be more effective in predicting subsidence related
damage than ±he more traditional displacement models. The study will focus on
coal mines in Colorado and Utah. Phase one of the study is the collection of
available information for the subject coal mines. In this regard Chris has
requested permission to examine our subsidence data and interpretive r=ports,
and the corresponding mans depicting face locations and extraction history.
He may also desire to examine the permi± application subsidence predictions
and interview lead specialists and other involved technical personnel.
I have indicated to Chris that we will endeavor to cooperate whenever
possible. I also indicated that all the file information is public. I
informed them that normally we restrict dir=-t 3CCes5 to the filar to our
staff. I have agreed that we wil' a11ow Chris direct access, following an
introductory tour by 3 senior reclamation specialist. I stressed the
importance of maintaining our files in :,roo2~ order and condition. Chris and
the USBOM have also requested that we .allow them to borrow the necessary
materials to copy them at the USBCt•1 office at the federal center, in order to
economize. I have agreed to this request wi*.n the conditions: (1) that .they
provide our clerical staff with a ccmp'eta 'fisting of all materials borrowed;
and, (2) that all materials be returned ~dith'n twc wowing days.
