I reviewed the ction certification statement submitted by Lawrence G.
White, Colorado PE No. 7964 for the north spoil area underground development
waste pile at the Twin Pines No. 2 Mine. This statement does not, in my
opinion, provide sufficient information to demonstrate conformance with the
guidelines for certification statements presented in Dave Shelton's letter to
the operators of July 13, 1984. Mr. White should amend his statement to
include sufficient detail regarding his inspections to support his conclusion
of conformance with the approved design.
I recommend that you forward a copy of Dave Shelton's letter to Mr. White.
Please forward Mr. White's amended letter of certification to me upon its
receipt.
