Long
(P It No: C-82-056) Division Director
I reviewed the First Half 1999 Subsidence Report you forwarded for the Foidel Creek mine.
This report presents survey data, maps, and a brief summary report for the affected structures
and Middle Creek. The methodology and procedures used in preparing this report appear
appropriate and in compliance with the permit requirements.
The structures monitored during the reported period include Routt County Road #33, three
high voltage electric transmission lines, and two residences. Middle Creek was also inspected
and profiled above Panel 5 Right, which was subsided during the report period. The Union
Pacific railroad spur track and Foidel Creek were not undermined during the period covered by
this report.
The "Middle Creek Profile" figures included in the First-Half report present the map and profile
of Middle Creek above Panel 5 Right. The profile section presents profile lines titled "JUNE
1997", "NOV 1998", and "MAY 1999". While typical trough subsidence was documented
between stations 23+00 and 35+00 on Middle Creek subsidence, no impoundment appears to
have been created on this reach of the stream. However, no discussion is provided regarding
this surface hydrology detail within the brief subsidence report. This topic should be discussed
within Twenty Mile Coal's annual hydrology report.
Finally, the brief report states that "impacts to the two residential dwellings were as predicted."
One dwelling is reported to require only minor repairs, while the other is scheduled to be
replaced. I have not been involved in the permitting of this specific aspect of the subsidence
control plan for TMC. I must rely upon your determination of whether this response is
acceptable under their permit. Further, I assume that appropriate precautions have been
taken to ensure the health and safety of any occupants or visitors to these structures.
cc: Dan Hernandez
Doc: M:\COAL\JAP\TMCSU699.WPD
JP/jp
